Over the weekend, the U.S. Senate reduced from 10 years to one year the defunding of Planned Parenthood and Big Abortion. This means the defunding of abortion will happen EVERY YEAR.
Then, the reading of the full bill began at 2 a.m. on Sunday. Today the Senate will begin debate on the floor where many amendments will be proposed. This will be followed by a floor vote on the bill.
President Donald Trump has given a mandate to the House and the Senate to pass the Big Beautiful Bill by July 4, which is this Friday.
But the House and Senate versions of the budget do not match. Some members of the House say the Senate version is DOA, because they want additional spending cuts. The House warned the Senate not to make too many changes to the bill.
When a budget bill does not match, the bill must go to a conference to reconcile the differences. This is where a lot of horse trading can occur.
This week is critical. We must make sure both the House and Senate versions retain the provisions to defund Big Abortion providers. We need to hold Congress’ feet to the fire with faxes to urge them to defund Planned Parenthood and Big Abortion.
During our meeting with Senate leadership on Saturday, we were not given satisfactory reasons for this abortion defunding change, except that the revision tracks a 2015 and 2017 reduction. The Senate also removed a provision that defunded “trans” surgeries. These changes, among others, will set up a serious conflict with the House.
Sens. Rand Paul (R-KY) and Thom Tillis (R-NC) voted against this budget, and Sens. Lisa Murkowski (R-AK) and Susan Collins (R-ME) are vocal about wanting to amend the bill to gain their support.
Shortly after President Trump took office, he was presented with a Continuing Resolution (CR) to keep the government funded. This CR was essentially the same funding carryover from Joe Biden. It was the first step to get to this point where a new budget could be proposed.
But now, Senate Appropriations Chair Susan Collins is trying to keep the prior Biden budget that includes abortion funding, asserting that the bill should be similar to the CR.
Collins is trying to sink the budget in order to keep funding abortion.
Her comments reveal a dangerous effort to block meaningful reform — which threatens the critical section in the new budget that would DEFUND PLANNED PARENTHOOD for 10 years.
As soon as the Senate passes its version of the budget, the next step is conference — where the House and Senate hammer out the final details to negotiate the final bill. This is the most critical point in the process.
The House and the Senate have different versions, and they must reconcile the differences. Make sure they keep defunding abortion in the bill for President Trump to sign it.
