CCP Hacked This Utility Operation

“Everything, Everywhere, All At Once”

It was a beautiful day, and Nick Lawler, general manager of the Littleton, Massachusetts, Electric Light and Water Departments, was outside working on the lawn. Then he got a call from someone claiming to be with the FBI.

Nick’s first thought? A spammer! Nick hung up. He then called the FBI office — and reached the same person.

He learned that Vault Typhoon, a group of elite hackers associated with the Chinese Communist Party (CCP) hacked the utility. He had no clue.

Why would foreign operatives spend months accessing the small-town water plant in Littleton? To answer that, we have to look at the big picture.

Littleton wasn’t alone. There were 200 other critical entities that had been compromised. Municipal electric utilities, regional water facilities, airports, railways, and pipeline operations across the United States have been systematically mapped and penetrated. The CCP is pre-positioning digital landmines that can be triggered at any time.

These hackers are already inside critical systems, quietly preparing for war. Urge them with your faxes to fully pass H.R. 2659, the Strengthening Cyber Resilience Against State-Sponsored Threats Act; H.R. 7208, the PROTECT the Grid Act; and S. 1778, the Countering Chinese Espionage Reporting Act. We need a stronger defense to confront foreign governments before it’s too late.

What experts fear most is an “Everything, Everywhere, All At Once” attack. Imagine if our nation had hundreds of utility plants going down at the same time. Gas lines shut down, hospital records wiped out, water chemically poisoned, pilots cut off from air traffic controllers, cellphones without service, banks offline, credit cards frozen.

All these things are possible; many have already happened. This is not hyperbole; it is real.

On the podcast To Catch a Thief, one expert states of China: “There's no reason for them to be in our water. There's no reason for them to be in our power. This is a decision by an actor to actually focus on civilian targets. That's not what we do.”

There is essentially zero intelligence and minimal monetary value in these rural utility targets. But the capacity for this infiltration to become crippling sabotage is exponential!

In this new digital reality, the threat is silent. Stealthy cyber agents plant malware inside routine operational networks, waiting for a signal that may not come for years — or may all come at once.

Congress must act before these hidden digital weapons are activated. Send your faxes now and demand that lawmakers pass H.R. 2659, H.R. 7208, and S. 1778 before it is too late to find and eliminate these computer threats. It is past time to confront China’s infiltration of America’s critical infrastructure and strengthen protections for our water, power, communications, transportation, hospitals, and financial systems.

For years, nation-state hacking focused on state secrets and corporate espionage: intercepted diplomatic cables, patented formulas, blueprints, or multimillion-dollar ransomware payouts. But now the strategy has changed.

These new hacks are designed to bring our nation to its knees. Swiftly. And without firing a single shot.

America’s utilities may not be the ultimate target. They may be pieces on a much larger chessboard.

Security officials fear China is positioning these hackers to deter the United States. It could be to mute our response to a future invasion of Taiwan. In that scenario, Beijing would not need to defeat the U.S. military in a direct battle. Instead, these security hacks could instantly paralyze the nation.

Imagine the president preparing to respond to a crisis in the Pacific with blackouts spreading, drinking water contaminated, communications disrupted, and pipelines exploding. Fuel supplies trickle. Ports shut down. Transportation networks freeze. Pilots lose communication and radar.

The objective would not simply be to shut down one utility plant. It would be to overwhelm America. The attack would transform hundreds of small civilian systems into pressure points against the entire nation.

The CCP does not care if there are mass civilian casualties.

This is why this matters so deeply. A municipal utility in Massachusetts, a pipeline operation in the Midwest, a communications network near a military installation, and a port on the West Coast may appear unrelated. But through the eyes of a foreign adversary, they are on the same battlefield.

China does not even have to launch every digital weapon for the strategy to work. It must only convince American leaders that it can, to get them to turn a blind eye, to bow. It is time to wake up Congress with as many faxes as possible to do something before it is too late. Tell them to pass H.R. 2659, H.R. 7208, and S. 1778 before it is too late to find and eliminate these computer threats.

The danger is hidden — but the work to expose it and mobilize Americans cannot remain in the dark. Liberty Counsel Action is alerting citizens and pressing Congress to defend the systems that keep our nation functioning. We cannot wage that fight without faithful partners standing with us.
