A second route opens up for election-integrity legislation

House Speaker Mike Johnson is renewing efforts to pass critical portions of the SAVE America Act.  

This time the budget would not require proof of citizenship or photo identification, but it allows up to 10 billion dollars to go to states that meet election integrity standards. 

Johnson has been explicit about the objective: Use reconciliation to put “as much” of the SAVE America Act into law “as possible.” 

The two provisions Republican leaders have emphasized most are documentary proof of U.S. citizenship when registering to vote and photo identification when voting. 

The reason Johnson is taking this route is that as a regular bill, the SAVE America Act has repeatedly failed the Senate’s 60-vote threshold. Multiple times. Then, in June, senators tried another route. Those votes demonstrate the procedural problem Johnson is now trying to solve. 

Johnson is using a narrower reconciliation strategy through the Committee on House Administration. That makes right now an absolutely critical time to flood Congress with as many faxes as you can to demand citizenship verification and photo ID.

Meanwhile, President Donald Trump has continued pressing Congress to act on election law and has pointed to newly declassified intelligence concerning foreign access to American voter information.  

The White House says China and Chinese proxies bought, stole, or hacked data involving as many as 220 million American voter-registration records, including names, addresses, phone numbers, party information, and other data. 

The administration says the newly declassified information exposes a major election-security vulnerability. We do not yet know the full extent of what China has done — or could do — with that information.  

The president made a direct appeal asking you to contact Congress and urge them to support the language of the SAVE America Act. Contact Congress with as many faxes as possible right now.

The White House has also said a Department of Homeland Security review identified approximately 278,000 possible noncitizens on voter rolls in four participating states.

State officials and voting-rights groups have disputed some of the administration’s methodology and warned about false matches, while the administration argues that citizenship-verification tools are necessary to identify ineligible registrations.

Those competing claims are now playing out not only in Congress but also in federal court.

The administration has expanded the federal Systematic Alien Verification for Entitlements — or SAVE — database so states can conduct large-scale citizenship checks of voter records. A federal court blocked portions of that effort, and the administration is asking the U.S. Supreme Court to intervene.

That means there are now multiple related but distinct SAVE battles underway:

One is legislative — the SAVE America Act and the effort to pass that bill.

Another is through Johnson’s attempt to move portions of it through reconciliation.

The final one is judicial — the Trump administration’s effort to give states expanded access to federal citizenship-verification databases.
